Not en masse, no, but I think we're going to see a lot more people exploiting loopholes - and there are several - as the licence rises start to bite. Couple that with a new, unfamiliar craft (sorry, boat) licensing team, and the much-rumoured downturn in boat-building, and I suspect BW's licence/mooring income may not rise quite as quickly as they'd like.
