If you remove as much as you reasonably can and then use Rustol Owatrol (a couple of coats) I, and many others, have found it to be an excellent product. See: http://tinyurl.com/2pkmnr They say it can be used by mixing it with the paint that you use to repaint the area with but, in my experience, it dulls the paint and extends the drying time. I would recommned using it as a pre-primer. Roger
