I suggest a rust pacifier instead as the first coat.  I use Fertan.
Like most pacifiers, it converts the oxide to a  (self-protecting)
phosphate.  It also takes the place of a primer.  I would nevertheless
then put an oxide primer over it, and then some gash gloss.  I would
then stand the bottles on felt, as someone has already suggested.  And
make sure that both water and gas can completely drain from the locker
by gravity.

You get a lot of condensation on gas bottles when gas is being
consumed.
