But governments the world over and throughout history have consistentlydemonstrated that they believe certain types of dissent come under that heading. It's just how they choose to define dissent that differs. You don't suddenly regain these liberties you've lost when you want them, Phil. They aren't just there for when your government is the one that isn't behaving itself. You have to hang onto them with every sinew in your body, and it's often a painful business.
