Thanks Steve, I was about to make exactly the same point. 

What the government considers to be behaving myself, and what I believe are 
likely to be quite different much of the time. Indeed, any form of protest 
against 
government actions/proposals would no doubt be considered misbehaviour by 
many of those in power.
