I blame it on the Norman Conquest, myself. Certainly the Celts had  
and have a robustly individual approach to governmental structures,  
and I believe the Anglo Saxons did too, with free assemblies to  
advise their leaders, but the Normans introduced the rigidly  
hierarchical feudal system that we've been kicking against ever since.
