Limehouse basin is indeed BW water.  However, a boat does not need a
BW licence to be kept at Limehouse Marina (which is in the basin).
Quite a few of the boats there are sea-going, so their owners have no
interest in being able to use the waterways.  

Yes, the proposal is for a locking charge for all boats without a BW
licence.
