Hi Xin, Morag explained it very well and has actually updated the readthedocs with all the necessary information - just checked my notes. The readthedocs section has actually been updated with the correct info, so my instructions won't help.
I have been able to install without the wheel issue, but I guess try and get the tooflow to work. I would be interested to hear whether you have any success or not. That is why I wanted you to try: "pip install -r requirements.txt" from your virtual environment, which must be python 3 if you followed Morag's instructions. I wanted to see if that maybe worked, but it is up to you. Try with the wheel issue and let us know.
