Try gummout carb cleaner. Any auto part store should it.

Carb-uretors, that is.
 
 I bought a used Evinrude 9.9 outboard w/electric start. It starts hard (spray 
starter fluid, fires right away) runs rough, especially at low RPMs (partial 
choking helps).  I'm thinking it may not have been stored properly, or for so 
long that any gas in the system evaporated, and the carb may be gummed up.
 
 So, my question is: does anyone have any experience with any product that will 
clean the carb "on the engine."  Some kind of gas additive perhaps?  Thanks for 
any advice.
