You make a good point.  I have thought the same thing.
However, I think reason for the "C" clip is to prevent wear on the inside of 
the cover plate.
If water can leak between the impeller and the cover plate, pump efficiency 
will be reduced.
If you consider the cover plate sacrificial, then toss the "C" clip and replace 
the cover plate periodically.

the Clip wasn't necessary..
