just from my experience.
i received a 18 percent raise last year for my 2 year review.
this year i am back to the 4.5 percent deal.
"Well, it is still above inflation, so be happy." line
translated, we know it is now harder for you to find a good shop, so suck it
up!

Yeah I can't speak for the entire market, just my area (and then only
slightly), but I'm relatively sure that if he's where I am, he'd better not
be holding his breath... I know several developers that chased that dot.com
money and were making the "michael bucks" they aren't now... Times have
changed for sure.. Ego's don't pay the bills either.. :-)
