That reminds me of a local news story from earlier this week. I hope this
does not happen to me when I go cash my check.
(LOUISVILLE, August 27th, 2001, 5:30 p.m.) -- It's no secret that the
federal government handles millions of dollars every day, so how come it
can't cover a $300 tax refund check?
That's what Johnathon Hudson wants to know. A few weeks ago, Hudson
deposited his $300 tax refund check the IRS sent him. But instead of making
his bank account grow, the check had the opposite effect.
Shortly after making the deposit, Hudson's bank sent him a notice saying the
check had been returned for insufficient funds. "I received the check back
in the mail saying it bounced, and that they were charging my account and
thanks for this check."
Stunned and aggravated by a federal tax refund check that bounced, Hudson
said he called the IRS. "I talked to six or seven different people," he
said. "They all laughed and said they never heard of this before."
His fiance, Elaine Webb, called customer service at Fifth Third, where she
and Hudson do their banking. "She said the party that wrote check had
insufficient funds to cover it, and I was like, 'how can that be? It's a tax
check.'"
Aubrey Hayden with Fifth Third Bank says its offices process thousands of
checks daily. She says the problem is the government's mistake, and is most
likely a clerical rather than financial error. "It has to be a glitch in the
check itself, maybe an improper account number or check number," she said.
According to the IRS, the check is good, and the money is in the bank. It
says it will investigate the matter.
"I've never heard of the Treasury bank having insufficient funds, this is
very unusual, highly unusual," said Pat Brummer with the IRS.
Meanwhile, Fifth Third says it won't charge Hudson for the returned check or
for any insufficient funds charges incurred as a result of the tax check
being returned. In the meantime, Hudson has learned a frustrating lesson:
there's no way to quickly clear up this matter.
But still, Hudson can hope. "I'd like to see this resolved as soon as
possible."
The IRS says it could take four to six weeks to send Hudson another refund.
They've also asked Hudson to return the "bad" check while they investigate
what went wrong. Naturally, he plans to keep copies.
