Um.... no. Last time I checked, if you know someone is going to kill
someone, you arrest them, not kill them.
Maybe I'm taking your statement too literally, and it's a bit off topic
from the current discussion.
Of course, if you CAN'T arrest them, then yes, they should be killed.
