Yes we'll get into some small terrorist cells but the big ones, the real 
ones will be immune. Lets look at a related example (infiltration that is)

Rather than nay-say this I'll just hope that we can. We've given away so 
much of our prestege and power that the terrorists and even many countries 
just laugh at us. To paraphrase Bush, "this time we're not going to waste a 
2 million dollar missile to hit a 20 dollar tent". That strike was a total 
embarrassment and killed a lot of our 'face'.
I remember many years ago some russians were kidnapped in the middle east. 
The KGB or someone simular just went out, grabbed the families of the 
kidnappers and started tossing in body parts. "Give us our people now". No 
threat, no or else. DO what we say. Never was another russian kidnapping. 
Of course we don't do that. But if we started cutting up terrorists and 
feeding their bodies to pigs, then maybe we'll get the same results.

Riiiiiight. Respect is earned but in the middle east its not trust that 
starts it. It's power or family. We don't have the family. What does that 
leave.
