I don't know how your contracts (assuming you have one) are written, but
ours typically state that they own the data, we own the code.  In this
case, that means that she can't legally sell copies of the site.

If that's the case with you, it seems you have some options.

1) She gets a cut of every license she sells.
2) You sell her ownership of the code for a hefty chunk.  She can do
whatever with it.

As far as "any type of application that I could make for her" goes, I
wouldn't even think about it.  Someone would have to pay me a hefty (and
ongoing) fee to get me to agree not to sell to any competing agencies.
Especially since, having done it once for her, you've got a proof of
concept.  Besides, it's not like someone else couldn't just rewrite the
same thing.
