This is just fair.
On the other hand, you are not going to make a good name for yourself if you do a site for a client, and then go sell the innovative idea to her competition in the same market.
This is just common sense.
If, on the other hand, the site does not break new ground, then you should pitch a website to all her competitors. It is no different than kinkos making brochures for ALL the businesses in town, or the local sign company making signs for ALL the businesses in town.
This is just good business.
But remember, IANAL and IANABT (BM=business tycoon)

she has asked me to sign a non-compete. i told her i wouldnt sign it
