The difference is more than just weapons systems, it is how they are used, accounted for, and to whom they are responsible.
The Israeli army is answerable to the people. If the army does something the people disagree with, the army can be (and is) held responsible. If the army is doing things the people don't like, funding will be cut. If the army is doing something the US doesn't like, some arms may not be available in the future. Who are the suicide bombers (and their handlers) accountable to? Who elected them and put them in place? Who can decided to stop them? If the bombers are, in fact, representing the will of the people, then there should truly be a state of war. With all that implies. Israel can finally take the gloves off.
