The comment is irony. Both Ms. Goldberg and Ms. Winfrey are smart black women who played roles as dumb black women. The artist is suggesting that Ms. Rice is doing the same, playing a dumb person, because only a dumb person could agree with Mr. Bush WMD arguments. If you took out the aluminum tubes, then it might be racist, but with them it's a comment on Mr. Rice's ability to "speak no evil, see no evil, hear no evil". What if the artist had drawn that? Would he/she be accused of comparing Ms Rice to a monkey?
