Humans discriminate because that's what's in our genes - "My team is good, yours sucks." Obviously we look to visual cues to tell us who's on our team, but blind people can be racist too. For example, a blind guy may think poor grammar indicates stupidity and so discriminate on it. If a larger portion of one race he meets has poor grammer, is he racist? No. Racism means that you think *nobody* of a particular race is capable of being "better" than a certain arbitrary threshold you set. Or you blame societal problems on a race, which is really the same thing. The first cartoon is not racist because it doesn't say Ms. Rice has poor grammar because she's black; it shows her nursing aluminum tubes meaning she's trying to grow an idea that isn't true. When you combine that with the obvious Gone With The Wind reference, it means she's a smart lady who's willing to play any role her President wants her too.
