First of all, how long have they been there? If it's been a while you might 
want to ask how they are doing on finding a place. Most people would take this 
as a signal that they are outstaying their welcome. Assuming that these are 
rational people that you can talk to :)

I am not sure I follow your cellphone story. Is it your phone and they are 
using it? if so this calls for confrontation, though you can make this low-key 
and polite. If he "causes serious property damage" call 9/11. If they aren't 
paying rent then they aren't entitled to stay. Unless you allow it.

I have been in this situation a few times, and it can get awkward. The one that 
finished the best was when I announced I was moving out of state. This was a 
woman I knew who was working her butt off paying a motel bill. I told her she 
was never going to get a security deposit together that way and invited her to 
stay in my extra bedroom. Problem was that she used to dump her two-year-old 
twins off on her 14-yo daughter, who wasn't interested in watching them. 
Meanwhile Mom acquired a boyfriend with AIDS and paying *his* motel bill cause 
lord forbid he have to sleep at the mission or anything. Anyway, when I moved 
out she was still there. I figured she and my landlord deserved each other and 
left it at that.

Two other situations I can think of got kind of ugly. 

My suggestion would be to have Tiff talk to her friend and find out what is 
going on. Maybe it's a stereotype, but in general women don't solve thier 
problems with property damage. his converation need not end in an ultimatum 
unless she thinks it is called for, but.. for all you know they are out 
apartment-shopping right now. Right? Let's hope.
