This doesn't preclude the right of Canada to evaluate the threat
before agreeing to help.  So it would seem that Canada would still be
able to require authorization first.

I don't think it matters much as the president will do what he damn
well feels like anyway.  World opinion doesn't seem to matter much for
this administration. :(
