Look, sometimes people can't just move states. Take a 16 year old kid bussing tables at the local grease spoon. This kid can't move states, that is illegal.
I'm not talking about skilled adult workers. I'm talking about students and unskilled people that don't have the same opportunities that college grads and skill technical types have.
