no, a lot of them are people who *need* to be locked up. But are we sure that *all* of them are? Maybe we are doing all we are required to do (the Geneva Convention being quaint and all, and yes that's sarcastic) but are we doing all we *should*?
I am not sure if the proper venue is a military tribunal but I think that there should be some sort of review.
