I don't know if we are even talking reform. I don't have a real problem with with keeping someone prisoner. (They might not like it but it's a risk you take as a combattant.) What I am concerned about are the people who are there on bad intelligence or false information. Like that American who was held for several months because his taxi driver had a washing machine timer - what was up with that?
