All type I diabetics (that's me) require insulin.  Many type II
diabetics do, too, and avoid pure sugars for the same reason that type I
diabetics do.  The sugar cube or Jolly Rancher comes in when either too
much insulin is accidentally dosed, or a long-term insulin is dosed, but
meals aren't available.

So, in other words, the sugar isn't used as a treatment for the disease,
but it can be used as a counter for an overdose of the treatment.

There's also the question of whether or not insulin is a drug.  Is
something a drug if it should be there, but isn't?  Seems a grey area to me.
