don't know where to begin.
 On the contrary, this president's managers seem to have a definite tendency
to propose answers in search of a problem. A solution is in fact proposed,
the resignation of Karl Rove.
 The article does not say he is done. That is a straw man of your creation.
Please re-read with attention to attribution and qualifying clauses.
 I sincerely doubt that those were the author's thought processes.
