The US and British admitted it so it's not bs.

Their position, depending on who you talk to, seems to be either

1- It was not used against civilians
or
2- A little confused on the lawyer answer but it is either that we did
not sign the treaty that bans it or it may not qualify as a WMD under
the treaty.

All of the above sound like double talk to me. The effects are similar
to napalm. I don't know that I want that used in my name, even if we
are absolutely certain that every single civilian was already out of
Fallujah, which I doubt.

I do understand that it can be used as a flare and is not a weapon
when used that way. I am talking about shooting it at people. If I am
vague on the terminology please bear with me.
