Why should Israel make a declaration that they have nukes. Its a good defensive posture - it keeps that horrid uncertainty with those who want to destroy them. And remember Israel is surround by nations who wish is to destroy it.
Israel has not signed the nuclear proliferation treaties so they are under no obligation to submit to international inspection. I trust an unregulated Israel far more than an Iran that's under surveillance. Moreover what laws? Gel international law doesn't work that way, its a voluntary cooperation and treaty obligations. As for Iran's free press. You have a very selective memory. How many Iranian journalists are in prison right now for writing critiques of the government. Last year an Iranian-Canadian photographer was raped and beaten to death by Iranian security. Her crime - aside from being a woman, she exposed a very minor corruption scandal. How many newpapers are shut down - one last week simply because it reported on a senior mulla receiving kickbacks and bribes. Some free press. Why not apply the same standards you're applying to Iran to other nations. Don't be so hypocritical.
