Because they signed a set of international treaties that's why. Israel did not so they are under no obligation whatsoever to declare one way or another.
Iran, and even Norther Korea signed the Nonproliferation treaty therefore they are obliged to follow it. Unless they withdraw from the treaty. Why should Israel follow an agreement they did not sign? It would seem that you have a double standard here, for whatever reason Israel has to follow this stuff, but a third world country that's a slimly dictatorship does not.
