Just a point to consider Hatton, while in the US many social programs are under strain, your statement by implication has the same situation occuring in Canada. I do not think that this is the case. A case in point, in Manitoba, auto insurance has been socialized for almost 30 years now and is very profitable, so much so that it has consistently reduced auto premiums across the board for the last 5 years. When was the last time a private insurance company has done the same. Moreover while initially it received some revenues from gas taxes, it has not for about 15 years. Another example is the Manitoba Telephone System - initially it was a wholly government owned monopoly, but on its own initiative lobbied the province to open up to compeditors. When this happened MTS has been operatign at a very tidy profit ever since.
The idea is that regardless of public, semi-public (ie., a Crown Corporation) or private firm, its how well managed the organization is that makes a difference. The US examples you cited are all characterized by poor management and horrible judgements, as well as being saddled with really stupid congressional and administration interventions, the new pharmacy benefit is a good example.
