They choose what cargo they unload in each country per that specific 
government's laws and regulations.

Actually I would hope that they choose what cargo they unload by what the 
company that paid them to ship something to a specific place.  I'll grant them 
the right to pick and choose what to load by what cargo they accept.  But once 
they accept a cargo to go someplace, I suspect they would get in a lot of 
trouble if they choose not to unload something where it was supposed to go.

And are they running the shipping.  I presume the ships are run by various 
companies, and that the port would not have much to say about what does or does 
not get unloaded at the port the ship was contracted to go and deliver what the 
ship was contracted to deliver.
