They choose what cargo they unload in each country per that specific government's laws and regulations.
Actually I would hope that they choose what cargo they unload by what the company that paid them to ship something to a specific place. I'll grant them the right to pick and choose what to load by what cargo they accept. But once they accept a cargo to go someplace, I suspect they would get in a lot of trouble if they choose not to unload something where it was supposed to go. And are they running the shipping.
