There are different types of manslaughter, but here is the textbook definition

 . I think the example you gave would be the district attorney's decision not 
to prosecute, it's not the law. The district attorney must weight the public's 
need for justice and the state's ability to win the case. They don't go to 
trial on every case.

I think the laws that have morality in them are laws that have been influenced 
by religion. The problem with this is that our forefathers decided that we 
would have freedom of religion as well as a seperate government from religion. 
So now we have a bunch of different religions with different teachings and 
different moralities. Do we allow one's teachings and moralty's to oppress the 
other? 

This is why we need lawmakers that don't cater to any religious group. Once we 
allow morality to dictate our laws we allow one religion to dictate the 
direction that everyone has to follow, whether it's right or wrong. Hence the 
issue of gay marriage. The ban is compltely based on a religious issue, we have 
allowed ourselves to be dictated by a religion that some of us don't follow and 
have allowed it to oppress a group of people that if given the right to marry 
would not affect any of us.
