I think if you don't want to have your seat belt on then you shouldn't have to. 
It doesn't hurt anyone else.

This may be true, if the person's actions don't result in some case of 
community/public funds being used to sustain them after the action.

Such as a person with no or limited insurance who does not wear a seat built is 
in an accident and is crippled for life.  Now it is highly likely this person 
will end up on some kind of public assistance and the rest of the community 
will be financially supporting them.  

Thus one's action can affect the larger community at least as long as the 
community does not throw persons unable to support themselves out into the 
wilderness.
