Not sure about Arizona, but the way it goes here, you are not eligible for free or low-cost medical care unless you can prove you are in the country legally. Until you go into a diabetic coma or have a heart attack, which puts you at the ER of the local university hospital, where they save lives first and ask questions later. Still playing deveil's advocate, the insulin would probably be cheaper <g>. The same can be said of the uninsured citizenry as well, of course.
