cannot turn anyone away *from the emergency room.* Which goes a long long way 
towards explaining how it is possible that I sat in the ER waiting room for 
fourteen hours with a pulmonary embolism before I was seen. The net effect is a 
lot of preventable ER visits, which make overwhelm the ER and make it harder to 
get to the really sick.
