1.) You're wrong - people get caught and don't get fined - officer's discretion. And sometimes illegals get deported which is the punitive part of the offense. But sometimes they don't. Both offenses aren't criminal. 2.) This misses the whole point which is that Americans have already decided that 12 million extra people is way worth it.
