The irony of your point is that securing the border starts with a sane immigration policy. I agree with Jerry that we need to enforce immigration laws, but we first need to normalize them to the national demand for workers. I would somehow set the number of allowed immigrants to the market. For example, let's say a school needs top PhD candidates: they could be allowed to bring in any they'd like, and those candidate would be eligible for citizenship. The same would be true of, say, a hotel. The hotel could first first poll for American employees and then, should the staff not be available, the hotel could hire immigrants. They would be eligible for citizenship given they met certain criteria. Now you've just aligned immigration to the number of good workers you can find for a job.
