Not even close. Jefferson single-handedly doubled the size of the nation with the Louisiana Purchase- a purchase he had no constitutional authority to make. Imagine the lunatic rhetoric that would be coming out of liberal mouths if Bush single-handedly made a deal to purchase Mexico and make it part of the U.S.
FDR governed for four terms and for many years had a practical death grip on the country. He pushed through the New Deal and created Social Security and Medicare, the two biggest entitlement programs in the history of the planet. Lincoln suspended habeas corpus during the Civil War. He also single-handedly ended the legal status of slavery in the nation. Imagine if Bush tried to suspend habeas corpus. We would all be out in the streets in protest. It would be the end of his presidency. and that's just the short list that I can come up with off the top of my head...
