Iraq broke their promise on a number of different occasions by rejecting inspections, attacking their citizens, shooting at aircraft enforcing a no-fly zone and dare we even bring up the Oil for Food scandal? The point is that the the first action was barely even taken to a stand-down status and Hussein was already breaking his commitments.
