Uh, yes they did. They failed to provide details on the banned weapons, they continued to lock on and fire at air craft patrolling the no fly zone. The circumvented the oil for food program.
You know those 500 weapons that have been found sense 2003, the ones that were probably around sense the first gulf war? Well those were supposed to have been destroyed, and they were supposed to have provided us details on that. Near the start of the invasion we found rockets that could fly farther than was allowed by the terms of the agreement.
