I think all of Tae Kwon Do is a scam in the fact that it makes you think you can defend yourself on the street. I have not seen a fighter trained in Tae Kwon Do compete in any of the cage fighting circuits, cage fighting which for the most part (minus the rules) mimics what will happen if you do get caught up in a real fight. Taw Kwon Do is more of a stand up fighting where other styles such as Akido, Kenpo, or Jujitsu are for closer quarters and or on the ground fighting. I think if you ever have to fight an experienced fighter on the street you may be in for a rude awakening if you have only learned Taw Kwon Do.
