The CIA (specifically Harlow) was simply a Novak contact.

Mr. Fitzgerald was hired to determine whether a crime was committed in
the revealing of Ms. Plame's identity.  Since it's likely that there
wasn't one due to  the fact that "no partisan gunslinger" (Sec
Armitage) "inadvertantly" let slip the information, he's dropped it
because the bar to delare a crime is so high.  i.e., no crime can be
successfully prosecuted - except Libby's obstruction of justice.
