1991 and 2002, it doesn't state specifically.

The ones with nuke directions could have been from 1991 and the IAEA
might have presented them in 2002.
The point is Iraq wasn't supposed to have these and the fact that he
did proves he was capable of restarting the program and building nukes
within a year and a half after the sanctions were lifted. We now know
he was spending billions to get them lifted and the scientist that
claimed to bury a centrifuge, or the plans, in his rose garden seems
to be more believable now also.
