The people who want a political solution, unfortunately, are not the ones with guns.
Again, I think the choices have already been made. The elected officials who you are looking at to do something are part-and-parcel to the security forces who are operating as part of the killing squads. These aren't unorganized groups, they are the muscle behind the elected leaders, and they are mostly staffed by members of the police or army, from what I read.
