Yes. A strong, evil dictator could solve the problem with draconian might and mass murder and fear. An overwhelming strong military presence, backed by all surrounding countries, could also be a smothering influence. Or an incredibly charismatic leader risen from the masses. Or an uprising by the masses to condemn the violence and support the state.
But without these, none of which are likely, things aren't going to get better, soon.
