Nope most of the American soldiers have been drawn down. What is there in 
Kosovo and  Bosnia are mostly Nato forces. As for the first WTC bombing, from 
what I remember they caught the people involved in it and the planners fairly 
quickly.

Besides those missions were fairly successful - how much ethnic cleansing have 
you seen in Bosnia recently? Moreover the Mostar bridge has been rebuilt by 
both the Croat and the Bosnian governments, and Sarajevo is not getting pounded 
by artillery. That is a successful mission.

Being a soldier doesn't mean just waging war.  At least the way I was trained 
in the Canadian Armed Forces it means a lot more. Supporting the civilian 
authorities in times of disaster, assisting in humanitarian missions, 
peacekeeping, defending the nation and supporting the NATO mission are only a 
few. It does not mean being the equivalent of a war hungry mad dog. 

Furthermore the military's mission never meant just get out when the shooting 
was over.For instance look at how long the US was in Germany, - there was a 
four year gap between the end of WW2 and the start of the Cold War where the US 
was an occupying force. Similarly with Japan. You leave when its time not when 
the shooting is over. And not when political PR hacks hang a banner over the 
bridge of an Aircraft carrier that says "Mission Accomplished" when things are 
just getting started.
