In today's army this should not be an issue. They are allowing known felons into the Army now. I was talking to a recruiter a couple of weeks ago and one of the recruiters was bitching because a possible recruit had some outstanding court issues and a bench warrant. As long as the tattoo is not hate related or racial then they are good to go, on the neck, head, and hands.
