Cats are supremely lazy and they simply will not go far to scratch if there is something perfectly useful nearby. ;-) When I first got my cat, I had scratching posts in just about every room of the house. Now that he's older and fully trained, I can get away with a lot fewer...it's that first year or two you have them where it really helps to just put stuff to scratch on EVERYWHERE. It's a pain I know, but it really does work.

However, he has a typical Maine Coon trait which is playing in the water. So I had to get special bowls that have a lip on them to prevent spills.
