It definitely depends on the town, but the disturbing trend is that there
are now organized gangs that kidnap Americans as a business. That has been
going on for years in Mexico City with everyone, not just foreigners, but it
is a recent phenomenon in Baja.

As for DC being more dangerous than Baja, I agree, Congress is a menace to
us all!
