Yes, welfare incentive - by offering not just the education post
service but housing, food and salary allowance (beyond just the needs
of a full-time on campus student) they are indicating that troops
should not have to worry about taking care of their own needs.

Besides that, at a Federal the GI Bill is a good start, the states
(some, at least) do much more - for example in New York I can apply
for full or part time tuition according to

Other states have similar offerings.

My concern is that the "kitchen sink" approach is going to push us
further down the road of bankrupting the entire country.  Say what you
want about the war, oil, farm and power subsidies... if the Democrat's
answer is to constantly triple what the President wants to spend then
we're going to have a lot more debt to pay back.
